RATIFICATION KIT - FS GROUP

On November 3, 2009, PAFSO reached a tentative agreement with the Treasury Board Secretariat {TBS} for a four {4} year collective agreement that would expire June 30, 2011 if ratified by the membership. Given the economic climate, and in light of the Expenditure Restraint Act, the PAFSO Executive Committee recommends acceptance of these terms of settlement.

The new collective agreement provides for the maximum economic increases identified in the Expenditure Restraint Act at Section 16. It does not provide for the restructuring sought by PAFSO during the course of these negotiations (the extra steps for FS-2 and FS-4). The TBS was opposed to any form of restructuring and the Public Interest Commission concluded that Section 23 of the Expenditure Restraint Act prohibited any form of restructuring, regardless if there was a cost associated with it or not.

VOTING instructions:
 
Eligibility:  All dues-paying bargaining unit members of PAFSO are eligible to vote. Associate members who are management exclusions and affiliate members in the EX{FS} group are NOT eligible. Please exercise your right to vote.

Process:  The ratification vote will be conducted electronically. Members should send their vote by email to vote@pafso-apase.com in the following format:

Member’s full first name, initial and last name, and the phrase: Yes, I approve the tentative agreement or No, I do not approve the tentative agreement.

The PAFSO office will verify members’ eligibility to vote and will take the necessary precautions to ensure confidentiality (names will not be shared with the Executive or any member of staff except the staff member responsible for recording the vote). Members who prefer can fax their vote with the same content as above to 613 241-5911, or mail or hand deliver it to PAFSO, Suite 412, 47 Clarence St, Ottawa Ontario K1N 9K1.

On the assumption that the information provided is enough for you to make a decision we have not scheduled a meeting to discuss issues relating to the ratification, but if there is sufficient interest we will organize one.  Please contact info@pafso-apase.com if you would like us to organise such a meeting.

DEADLINE  All votes from both missions and Canada MUST be received by the PAFSO office not later than December 10, 2009 at the close of business being 5 p.m. EST.
