Change to FSD Article 16: Travelling Time
Following consultations with the TB and the Departments, the parties have agreed that employees may be compensated in the form of cash or compensatory leave for extra hours travelled. The following message has been issued by the Department to reflect this agreement.
Friday, January 31, 2003 TO BE BROUGHT TO THE ATTENTION OF ALL HEADS OF MISSION, DIRECTORS GENERAL, DIRECTORS AND AREA MANAGEMENT ADVISORS
The purpose of this message is to inform you that in consultation with the Treasury Board Secretariat, Citizenship and Immigration and the Professional Association of Foreign Service Officers we decided that, upon mutual agreement between the employee and the manager, compensation earned under Article 16: Travelling Time might be taken in the form of compensatory leave in lieu of cash payment. This change becomes effective now. The manager reserves the right to direct an employee to take compensatory leaves accumulated under the Travelling Article but in so doing shall endeavour to grant such leave at times the employee may request. Compensatory leave earned in a fiscal year and outstanding on September 30 of the next following fiscal year shall be paid at the employee's daily rate of pay on September 30. We will clarify the language of the article in the next round of collective bargaining. Robert Daoust (HRS) and myself will be pleased to answer any questions you may have on the subject.
